Congratulations to the new Miss Northern Oklahoma College. Shelby Cargill of Perry was crowned Tuesday night on the Tonkawa campus. The pageant featured ladies from both NOC Tonkawa and NOC Enid. Shelby is the daughter of Cheryl Cargill and will represent NOC Tonkawa in the Miss Oklahoma scholarship pageant in June. The first runner up was Madison Wilson of Houston, Texas.
