Judge Kirkpatrick administered the Oath of Office today to Ponca Cities newest Police Officers, Napoleon Elston Jr. and Kolby Stephens. Elston grew up in Ponca City, and Stephens is re-locating from Beaver, Oklahoma. Ponca City is proud to have both.
